《立体、综合、全方位、内生地搞活青岛这座城》摘译

　　（摘自山东省委常委、青岛市委书记王清宪在创意青岛大会上的主旨演讲）

　　习近平总书记的重要指示要求内容丰富，从全局与战略的层面，对青岛有三句话是最基本的。第一句，“办好一次会，搞活一座城”；第二句，建设现代化国际大都市；第三句，要求山东在全国开放大局中打造对外开放新高地。山东省委要求青岛，充分发挥沿海开放城市作用，整合全球优质要素资源，做山东面向世界开放发展的桥头堡。

　　General Secretary Xi Jinping has made important instructions with holistic and strategic significance on Qingdao. His expectations on Qingdao can be encapsulated in the following three sentences. First, Qingdao should capitalize on the opportunity of hosting a flagship international event to bolster the development of the city. Second, Qingdao should be built into an international metropolis. Third, Shandong should scale new heights in the opening-up of China. The CPC Shandong Committee has required Qingdao to fully leverage its advantage as a coastal open city, integrate global high quality resources and stay at the forefront of the opening-up and development of Shandong.     

　　这个高地，就是要在珠三角、长三角之后，在我国长江以北东部沿海省份，打造支撑国家纵深开放的重要战略基地，对内与京津冀、沿黄流域、东北三省形成发展良性互动，对外面向东北亚、联通日韩。青岛作为桥头堡，要成为山东这个开放新高地的战略支点。这个桥头堡，就是要整合全球优质资源，让全世界的人流、物流、资金流、信息流、技术流，不仅通过青岛，源源不断地输送到山东省其他15个市，而且要成为我国北方对外开放的重要窗口和通道。不仅是“引进来”的桥头堡，也是“走出去”的桥头堡，成为中国北方地区对外开放的国际客厅。

　　To scale new heights, we in an eastern coastal province north of the Yangtze River, need to focus our work on how to provide strategic support to deepening opening-up, a role that the Pearl River Delta and the Yangtze River Delta play in the south. We should seek synergy with Beijing-Tianjin-Hebei region, Yellow River reaches and the three provinces in Northeast China, while engaging in sound interactions with Northeast Asia, in particular Japan and Republic of Korea. As a frontrunner of opening-up, Qingdao should be a place where excellent resources of the whole world are brought together with people, goods, capital, information and technology constantly streaming to Qingdao and through Qingdao to the 15 other cities in Shandong. By invigorating two-way flows of resources, Qingdao can become a major hub and corridor connecting the whole northern China region to the rest of the world.

　　航运、贸易、金融是紧密相关、互动联系的，运输港只有成为贸易港，港口的效应，港口对一个城市的价值，才可能最大程度地发挥。伦敦、纽约、新加坡、香港、上海、深圳等世界知名城市，都是集航运、贸易、金融功能于一体的航运中心、贸易中心、金融中心。为此，我们发起了国际航运贸易金融创新中心建设攻势，深入挖掘港口的经济内涵，围绕航运做贸易，围绕贸易繁荣金融，吸引更多的全球贸易公司在青岛注册落地，把运输港变成贸易港，经营全世界的货物。加快集聚发展以金融为核心，包括律师、财务、审计、创意、海事等在内的现代服务业，特别是引进更多的银行和非银行大金融机构落户青岛，推动航运、贸易、金融三者紧密互动，更好地带动城市发展。

　　Shipping, trade and finance are closely interconnected with one another. The value of a port to a city can only be maximized when it serves as a trading port rather than a cargo port. World renowned cities such as London, New York, Singapore, Hong Kong, Shanghai and Shenzhen all are centers of shipping, trade and finance at the same time. For catching up with these cities, Qingdao is seeking breakthroughs in building an innovation center for international shipping, trade and finance. In our plan, the economic potential of the port will be fully unlocked; trade will boom as shipping grows; finance will flourish as trade prospers. With more trading companies registering in Qingdao, the cargo port will become a trading port handling and trading goods from all over the world. Qingdao strives to foster a cluster of the modern service sector which has finance at its core and encompasses legal services, accounting, auditing, creativity, marine affairs and so on. We especially welcome more banks and non-banking financial institutions to Qingdao. The closer interplay of shipping, trade and finance will further bolster Qingdao’s development.

　　青岛的海洋资源禀赋，在全国甚至全球都是独具优势的。但对照这些优势，我们深入挖掘还不够，海洋科研成果的转化和应用水平还不高，海洋产业的规模和引领优势还不够突出。我们发起海洋攻势，重点是打好海洋产业转型跨越、海洋港口提质增效、高水平对外开放、海洋科技创新引领、海洋生态环境保护、滋养海洋文化根脉等六场硬仗，使海洋真正成为青岛高质量发展的战略空间。

　　Qingdao has unparalleled marine resources in China and even globally speaking. But we have yet to fully capitalize on these resources and improve the commercialization and application of marine research findings. The marine industry needs to be enhanced in scale and in its role in leading development. We are seeking breakthroughs in marine sector with focus on  six major goals. Namely, transforming the marine industry, improving the performance of the port, scaling opening-up to a new height, marine scientific and technological innovation, marine ecological and environmental protection and fostering the marine culture. With these efforts, the ocean provides the strategic space for high quality development of Qingdao.

　　我们发起科技引领城建设攻势，就是要提升青岛科技创新对青岛、对山东甚至对更大范围的区域经济的引领作用。为吸引集聚更多的创新人才，我们大力发展创业风险投资，促进资本与人才的互动，用资本的力量撬动人才集聚、推动科技创新，形成产业链、资金链、人才链、技术链“四链合一”。

　　We are seeking breakthroughs in science and technology driven growth. We give scientific and technological innovation a more important role to play in driving the economic growth of Qingdao, Shandong and beyond. We put emphasis on leveraging the power of venture capital so that more innovators will be drawn to Qingdao and engage in scientific and technological innovation. In this way, the integration of industrial, capital, talent, and technological chains can be accomplished.    

　　我们发起国际时尚城建设攻势，推动文化、旅游、体育、会展、创意、康养、休闲度假等时尚产业融合发展，形成一批新的投资、消费热点。在青岛，要一年四季都能看到来自世界五大洲的各民族、各肤色年轻人，能在这里看到世界最流行的音乐、最流行的艺术、最流行的时装、最流行的色彩，各种各样的世界餐饮，各种各样的学术报告、学术交流、国际会议，以及文艺、体育、文化的新样式等等。

　　We are seeking breakthroughs in building a world-renowned fashionable city. Effort is being made to propel integrated development of fashion related industries such as culture, tourism, sports, conventions and exhibitions, creativity, health and elderly care, leisure and vacationing, etc. New prospect for investment and consumption will be opened. All year round, we expect to welcome young people of different colors from around the world to Qingdao where they could not only enjoy the most popular hit songs, most avant-garde arts, most trendy clothes and diverse cuisines, but also attend academic lectures, international conferences as well as art, cultural and sport activities.    

　　我们发起“高端制造业+人工智能”攻势，一方面，加强前瞻布局，突破关键技术，夯实软硬件基础，推进产业化应用，加快培育新一代人工智能产业体系，抢占新一轮科技竞争制高点。另一方面，坚持以人工智能赋能制造业转型升级，突破发展主导产业，改造提升传统产业，构建智慧型产业体系，培育出一批又一批新的“青岛制造金花”，持续保持青岛在中国制造业的领先地位。未来，青岛的实体经济定会大有看头。

　　We are seeking breakthroughs in high-end manufacturing +AI. While mapping out a forward-looking blueprint, we strive to seek groundbreaking progress in key technologies, improve both the policy environment and the infrastructure and facilities, promote industrial application, and speed up the development of the next generation AI industrial system so that we will be able to claim the highest point in the new round of scientific and technological competition. At the same time, we are using AI to empower transformation and upgrading of manufacturing. An intelligent industrial system will be formed with stronger leading industries and reinvented traditional industries. New generations of well-known brands are expected to be born in Qingdao in this process and Qingdao can thus maintain a leading position in China’s manufacturing industry. We are highly optimistic about  the prospect of Qingdao’s real economy. 

　　研究世界经济史就会发现，世界的经济重心，从来都是根据交通的方式和路线在改变。今年全国两会表决通过的国民经济和社会发展计划，将山东半岛城市群与京津冀、长三角、粤港澳大湾区并列，提出从国家层面支持加快推进铁路等规划建设。我们着眼推进胶东半岛一体化，发起交通基础设施建设攻势，围绕主城区内部、各区市通道、出市通道、国际陆海空大通道等四个层次，加快建设世界一流的海洋港口、面向世界的东北亚国际枢纽机场、国家沿海重要的铁路枢纽、四通八达的现代化公路体系、内畅外达的市政路网体系、引领城市发展的地铁等。

　　History indicates that the gravity of the world economy shifts as transport means and routes evolve and develop. The national economic and social development plan adopted at this year's NPC and CPPCC sessions has listed Shandong Peninsular city cluster as a region at the same level with the Beijing-Tianjin-Hebei region, the Yangtze River Delta and the Guangdong-Hong Kong-Macao Greater Bay Area and pledged national support to accelerated railway planning and construction in this region. We, with a focus on the integration of the Jiaodong Peninsula, has launched the initiative to upgrade accessibility. We will comprehensively improve the transport infrastructure in the downtown area and all the districts and county-level cities, and make the city better connected with neighboring areas and to the rest of the world via land, sea and air. We envision Qingdao as a world first-rate seaport, a hub international airport in Northeast Asia and a major coastal railway hub in China. The city will also be served by a well-established highway system, a crisscrossing urban road network and a subway system that brings prosperity to all corners.  

　　用平台思维做发展乘法，树立整合创新的思维，积极搭建各类发展平台，用开放的视野、在更大的空间整合资源，推动产业、技术、人才、资本等要素在青岛互动耦合，创造新的组合，实现价值倍增。用生态思维创发展环境，树立系统化、立体化的思维，通过做好各个局部的工作，从整体上打造发展生态。像自然生态一样，要有适宜的阳光、空气、温度、湿度等环境条件，创造良好的政治生态、政务生态、社会生态、产业生态。

　　We should seek exponential growth by adopting the "platform thinking", and empower integrated innovation by creating various platforms. Resources in a bigger scope should be brought together, so that synergistic interplay of industry, technology, talents and capital can be catalyzed. New combination of these elements formed through interaction will amplify value creation. We should ensure an enabling development environment by adopting the "ecosystem thinking", and plan our work systemically and holistically, so that the whole is greater than the sum of its parts. We will work to foster sound political, administrative, social and industrial ecosystems, which will eventually run like the natural ecosystem where sunshine, air, temperature, humidity are just right for growth.
